Member of the Arab Parliament, Dr. Mastoura Al-Shammari, urged the approval of an ethical constitution to regulate the utilization of artificial intelligence benefits in accordance with societal values and human rights.
During her participation in the meeting of the Permanent Committee on Democracy and Human Rights of the Inter-Parliamentary Union, these statements were announced by the Arab Parliament.
Dr. Al-Shammari emphasized the importance of strengthening the bonds of cooperation between countries to reach a global treaty that defines common rules and policies in the use of artificial intelligence, making it a means for global cooperation rather than just a tool for competition and discord.
Legislative bodies worldwide are called upon to establish new laws enabling the handling of distinctive technological features of artificial intelligence, ensuring the safe use of these technologies without compromising human rights. These legislations should also contribute to building public trust in the uses of artificial intelligence to maximize its capabilities.
Al-Shammari reported that the issue has drawn the attention of the Arab Parliament for a considerable period, showing commitment to establishing a directive law by 2022 that sets the regulatory framework for dealing with artificial intelligence and imposes penalties to deter any violations that may endanger human rights or violate the rule of law. She emphasized the utmost importance of encouraging countries to establish institutions to regulate national policies related to artificial intelligence. Committee members discussed a proposal for a resolution focusing on “the impacts of artificial intelligence technologies on democratic principles, human rights, as well as the sovereignty required by the law in its applications.”
The meeting is part of the series of conferences of the forty-eighth session of the Inter-Parliamentary Union held in Geneva from the twenty-third to the twenty-seventh of March 2024.
