The artificial intelligence event in Dubai, organized by the Dubai Center for Artificial Intelligence Applications in collaboration with the National Program for Artificial Intelligence Applications, witnessed the largest global gathering for adopting AI applications and technologies. The event showcased the opportunities of “Dubai Sandbox,” aiming to empower innovators, creative thinkers, and technology companies to design, develop, and test future technologies and AI applications in Dubai. This is achieved by leveraging Dubai’s integrated and advanced environment as a supportive center for innovation and AI applications in future design worldwide.
“Dubai Sandbox” enables innovators in the field of artificial intelligence applications, as a new initiative that highlights Dubai’s capability to be an open laboratory for technology companies worldwide. This was emphasized by Sam Altman, the CEO of OpenAI, during the Global Government Summit 2024 events.
The founders and CEOs of billion-dollar companies participating in a key dialogue session titled “The Role of Governments in Accelerating AI Adoption through Effective Legislation and Policies,” held within the “AI Summit,” affirmed that the “Dubai Sandbox” project offers future prospects, indicating that Dubai is now one of the most prepared places to test innovative technologies and host innovators from around the world.
Roud Suleimani, Policy and Partnerships Leader in the Middle East at OpenAI, Nick Breitigen, Head of Engineering at Palantir, and Karim Bakaer, Co-Founder and CEO of Instadep, discussed the role of governments in shaping the future of artificial intelligence during their participation in the seminar moderated by Khalifa Alqama, Director of Dubai Future Labs and Director of “Dubai Sandbox.” They also discussed the importance of establishing an organizational environment for experimental policies and initiatives necessary to enhance innovation. Precautionary strategies in shaping empowering, flexible, and regulatory policies and regulations were also addressed.
At the outset of the meeting, the leadership affirmed that Dubai adopts an effective strategy to harness the immense potential of AI, seeking to enhance cooperation with all stakeholders, including academic institutions and the private sector. Through implementing AI in government services, Dubai aims to develop innovative, adaptable laws and regulations in response to advancements and ensure ethical use of AI technology.
The session discussed Dubai’s initial steps in enhancing its global position as a “sandbox” technology hub, reviewed Dubai’s AI policies and ways to develop them, in addition to future regulatory measures in the AI sector, and incentivizing companies to utilize “sandbox” technology in future projects and innovations.
The experts pointed out that Dubai’s annual plan focuses on enhancing the role of the private sector in expanding AI applications and uses, through launching Dubai’s AI company incubator and next-generation web, establishing Dubai’s AI commercial license, and providing a comprehensive plan and incentives for the core data center sector for the digital economy.
Karim Bakaer stated that major linguistic models in AI help humanity enhance partnerships between the public health and private sectors to achieve unprecedented medical innovations such as cancer vaccines, medicines, and treatments tailored for various medical conditions. He noted that our progress in AI has been rapid, and our future looks better and faster.
From his perspective, Nick Breitigen believed that AI opens the door to innovation for everyone, and governments have an empowering role in adopting its applications and training staff on them. He emphasized the importance of engineering and designing AI commands to achieve optimal results in its uses, underscoring the importance of equipping competencies in AI fields, which positively impact various development paths.

It has been indicated that open data will play a significant role, especially with government support, in rapidly developing artificial intelligence models. Participants in the “Artificial Intelligence Retreat,” representing billion-dollar companies, agreed on the importance of providing a supportive and enabling environment for the development and testing of artificial intelligence applications. They point out that this will enhance their use, spread, as well as their positive impacts and benefits on communities and economies. They affirmed that Dubai leads globally in providing a conducive environment for innovative and promising investments in the field of artificial intelligence and that “Dubai Sandbox” contributes to enhancing Dubai’s status as a hub for digital economy in the Middle East. The “Dubai Sandbox” project aims to support promising and innovative projects in various fields, especially in future technology and artificial intelligence in vital sectors.
